Lewis-Burke developed a multi-disciplinary strategy which positioned a large university for new federal funding opportunities in opioid research. The process illustrated how a Lewis-Burke plan carved out for a medical school gradually evolved into a university-wide effort which was successfully leveraged on the congressional and federal levels.

Following a government proposal to cap facilities and administrative (F&A) costs on NIH awards at 10 percent, a policy that would have devastating consequences for the research and higher education community, Lewis-Burke pursued an aggressive strategy to prevent any changes in F&A cost reimbursement to universities and research institutions.

In response to several budget proposals that would have resulted in devastating funding cuts to indirect medical education (IME) for teaching hospitals and outpatient hospital departments, Lewis-Burke worked with clients to effectively message the negative impacts of certain policy proposals and designed an advocacy strategy to ensure such proposed cuts were not enacted.
